Né en 1948 à Cornimont dans les Vosges, Jean Starck travaille d'abord dans l'industrie textile avant de partir à Paris en 1974 pour étudier le théâtre. En 1979, il abandonne ses ambitions dramatiques et cofonde le mouvement Art Cloche — né d'une occupation de lieux désaffectés par des artistes sans ateliers dans le XIVᵉ arrondissement de Paris. Ce squat pionnier donne naissance à une décennie d'art hétéroclite, contestataire, insolent.Born in 1948 in Cornimont, Vosges, Jean Starck first worked in the textile industry before moving to Paris in 1974 to study theatre. In 1979, he co-founded the Art Cloche movement — born from the occupation of derelict spaces by artists without studios in the 14th arrondissement of Paris. This pioneering squat gave rise to a decade of eclectic, rebellious, insolent art.

Dans les années 80, il fonde le groupe Transmigration orienté vers un art transcendantal et cosmique. Entre 1980 et 1982, Jean Dubuffet lui achète une trentaine d'œuvres.In the 1980s, he founded the Transmigration group, oriented towards transcendental and cosmic art. Between 1980 and 1982, Jean Dubuffet purchased around thirty of his works.

En 1998, il réalise la construction d'un Mandala Universel. Depuis 2000, il explore les contradictions de l'iconographie urbaine contemporaine à travers collages, assemblages et symboles — chiens, portraits, affiches récupérées. Ses œuvres figurent dans la collection Jean Dubuffet, dans le Bénézit (tome 13) et dans des collections privées en France, en Chine, en Europe et aux États-Unis.In 1998, he created a Universal Mandala. Since 2000, he has explored the contradictions of contemporary urban imagery through collages, assemblages and symbols — dogs, portraits, salvaged posters. His works are held in the Jean Dubuffet collection, the Bénézit Dictionary (vol. 13) and private collections across France, China, Europe and the United States.
